question of such payments by the Telegraph Company to
the Colonial Government is, however, not a matter within
the province of this Department.
If the Secretary of State for the Colonies con-
siders that a satisfactory solution could be found in
the above compromise, Sir E. Grey will be prepared to
send the necessary instructions to Sir J. Jordan with
a view to his obtaining its acceptance by the Chinese
Government in so far as it concerns them.
With reference to the second paragraph of your
letter, I am to express regret that owing to inadvert-
ence your Department was not consulted in connexion with
the renewal in 1904 of the agreements of the Kastern
Extension and Great Northern Telegraph Companies with
the Chinese Government.
